I host two forum sites for guilds/societies for mmorpgs (Massively-Multiplayer Online Role-Playing Game). I first created a forum for my guild from the 'guild wars' game and then for 'Entropia Universe'. To date never had any downtime issues, they were efficient and fast in setting up the account, both forums have recieved 99.99% uptime, and the support has answered any of my queries within 24 hours. Both forums use a basic text file database and require little knowledge to setup and maintain. I pay only £3.29 per month which compared to what I spend in 'Entropia Universe' which features a real world economy is a penny in the ocean. If cheap and cheerful is what your after look no further.

Ok host for those on a budget, but if you wish to lease you must pay to leave. Another lost cost host which charges for you to leave is www.freeola.com. But freeola does give you free hosting so I think this is an acceptable clause. UK2 also offer few scripting features so you do not get much for your money. I would look into freeola over UK2 as they offer you cgi and php.
